"CAF" wins a deal in Belgrade

Almost a month after the deadline to complete the tender to buy new trams for Belgrade, City’s Agency for investments decided that Spanish “CAF” won the deal to supply 30 new vehicles for public transport company. During the tender procedure there were many questions about its regularity, the number of applicants and conditions of the tender itself. As Beobuild already wrote, two contenders that came out in the final stage were Spanish “CAF” and Croatian manufacturer “Koncar”.

After unofficial information that “Koncar” won the tender with the lowest price offered, City decided to consult experts and get final judgment on which offer makes better deal for Belgrade. The team included experts from The Faculty of Mechanical Engineering, Belgrade’s Transport Company and City Council. The delayed results and inadequate procedure as a main concern for corruption, so the public eye was on this deal all along. The surprising decision on the winner was announced yesterday and the contract can be finalized after the confirmation of the European Investment Bank which is crediting half of the 60 million Euros worth order.

Although many saw a relief with the news that “CAF” won the tender, as Croatian trams is not approved as reliable product, some questions about tender are still to be answered. The regularity of the tender is a big question mark, regardless of the outcome.

The price of one vehicle will be 2 million Euros and the first of the 30 new trams should start operation one year after the contract was signed. This order of 30 new trams will contribute almost 1/3 of the operation tram fleet in Belgrade.The details about new trams are not yet known; still we presume it could resemble ones in Edinburgh, which has similar technical specifications.

Gradska Agencija za investicije posle gotovo mesec dana od isticanja roka za završetak tendera odlučila se za nabavku 30 tramvaja španskog proizvođača CAF. Za to vreme postavila su se brojna pitanja oko regularnosti tendera, prijavljenih preduzeća i uslova nabavke. Kao što je Beobuild već pisao, dva konačna učesnika koji su ušli u uži izbor, bili su hrvatski “Končar” i španski proizvođač “CAF”.

Naime, posle nezvaničnih informacija da je “Končar” dobio tender sa najnižom ponuđenom cenom, gradske vlasti odlučile su da se još jednom konsultuju sa stručnjacima kako bi dobili konačno mišljenje o tome koje od ova dva vozila predstavlja bolju ponudu. U proces su se uključili Mašinski Fakultet, Gradsko saobraćajno preduzeće i stručnjaci Skupštine grada. Kašnjenje sa rezultatima tendera i odstupanje od procedure jedan je od glavnih znakova korupcije, pa je pod lupu javnosti došla i ova kupovina. Iznenađujuća odluka Agencije o pobedi španskog “CAF”-a stigla je juče, a da bi ugovor mogao biti završen potrebna je i potvrda eksperata Evropske Investicione Banke koja finansira pola posla vrednog 60 miliona evra.

Iako su mnogi odahnuli sa vešću da je “CAF” pobedio, kako su hrvatski tramvaji ocenjeni da nisu dokazano pouzdana vozila pošto je reč o skroz novom proizvodu, neka pitanja o ovom tenderu ostala su i dalje otvorena. Regularnost celog procesa je i dalje pod znakom pitanja, bez obzira što je Beograd napravio bolji izbor pri kupovini.

Cena jednog tramvaja će biti oko 2 miliona evra. Prvi od 30 novih tramvaja trebalo bi da stignu na ulice glavnog grada godinu dana posle potpisivanja ugovora, a učešćem u saobraćaju oni bi činili skoro trećinu šinskog prevoza GSP-a.

Zasada nisu poznati detalji o budućim beogradskim tramvajima, ali se predpostavlja da bi mogao da izgleda kao planirana isporuka Edingburgu, koja ima slične tehnicke specifikacije kao Beograd. U prilogu možete videti fotografije.
