
The second “BLOK” conference on urbanism, architecture and real estate took place in Belgrade from 2nd to 4th June 2010. Many world famous experts in the field attended and participated in this event including Chris Bosse, Tatiana Bilbao, Hrvoje Njirić, Dick Van Gameren, Boris Podrecca, Shuhei Endo, Minsuk Chuo, Alisa Andrasek, Jeffrey Inaba, Sanjay Puri, Davor Katušić, Stefan Pfefferle, Peter Gibson and many others.
Beobuild was pleased to participate as a media sponsor of the event organized by Projmetal in Belgrade, which hosted some of the greatest names in architecture during last week. We also had a great opportunity to talk to Boris Podrecca, one of the leading European architects today. This renowned architect born in Belgrade, spoke to us and gave us his insight about current trends in architecture and always active topic of the relations of the investors towards the space they are developing. Here are some of his thoughts and advices he shared with us.
Boris PodreccaWhat today makes a dominating trend in organizing cities is the public space, and that is the growing trend in many central European cities. It is certain reanimation of the cities where not only architecture matters, but space and content that surrounds it, including parks, public lighting, fountains etc.
Many universities are still teaching traditional idea where architecture and public space are two separate fields. That has to change.
We are using technique where investor has to adapt to the public space around his development with 2-4% of the investment value, because building in large cities should be a privilege. In case investor can’t meet those standards, he will have to make it up somehow. We have the case of Ljubljana where the Mayor is giving preferences to the investor with extra building volume or access to the infrastructure, and investor in return has to build pedestrian bridge as his contribution to the public space. Not everything is in classical architecture.
Belgrade is the city with one of the most beautiful topographies in the world; it can compete even with San Francisco. What Belgrade is missing is architectural form and balance. Its not only important to create separate cultural or administrative units, but to merge them with the surroundings. Barcelona, Porto, Munich and Hamburg could be the role models for Belgrade and its complete urban development. It is not all about financial power, but the ways people treat their city with clear desire and initiative of the people governing it.

U Beogradu je od 2. do 4. juna održana druga po redu Blok konferencija u organizaciji Projmetala, koja se bavi urbanizmom, arhitekturom i nekretninama. Ove godine konferencija je u Zira centru okupila mnoga poznata svetska imena, među kojima su i Chris Bosse, Tatiana Bilbao, Hrvoje Njirić, Dick Van Gameren, Boris Podreka, Shuhei Endo, Minsuk Chuo, Alisa Andrasek, Jeffrey Inaba, Sanjay Puri, Davor Katušić, Stefan Pfefferle, Peter Gibson i ostali.
Beobuild je sa zadovoljstvom medijski podržao ovako značajan događaj uz prisustvo eminentnih imena iz sveta arhitekture. Redakcija Beobuild-a imala je izuzetnu priliku da porazgovara sa Borisom Podrekom, jednim od najvećih evropksih arhitekata današnjice. Svetski priznati arhitekta za koga se nadamo da će ostaviti arhitektonski trag i u svom rodnom gradu Beogradu, u kratkom ali veoma sadržajnom razgovoru izneo nam je svoje poglede na trenutne urbanističke tokove u svetu i na uvek aktuelnu temu odnosa investitora prema prostoru gde planira gradnju. Boris PodrekaOno što danas predstavlja aktuelni svetski trend u planiranju i organizovanju gradova je javni prostor, i tom principu se danas osvrću mnogi gradovi iz cetralne Evrope. Po sredi je svojevrsna reanimacija grada kao celine gde se više ne obraća pažnja samo na arhitekturu već i sve ono što je okružuje - parkove, javno osvetlenje, fontane, trgove...
Međutim, na mnogim današnjim univerzitetima i dalje se izučava tradicionalni u mnogome isključivi urbanizam gde su arhitektura i javni prostor dve odvojene celine, što će neminivno morati da se promeni.
Mi radimo po tehnici da se investitor mora prilagoditi javnom prostoru sa napr. 2-4%, jer ipak je privilegija graditi u jednom velikom gradu. U slučaju da investor ne želi da izađe u susret datim standardima obavezan je da na neki način gradu to nadoknadi. Tako na primer imamo slučaj Ljubljane gde je gradonačelnik spreman da investitoru pomogne oko dobijanja kojeg kvadrata više i lakšeg pristupa infrastrukturi, dok se investitor obavezuje da izgradi jedan pešački most. Takav odnos ukratko bi se mogao nazvati PPP, odnosno "Private Public Partnership". Nije sve u klasičnoj arhitekturi.
Beograd ima jednu od najlepših topografija, lepšu od San Franciska čak, ali mu nedostaje arhitektonski kulturni milje i ujednačenost. Nije bitno stvoriti samo zasebne kulturne ili administrativne centre, već ih je potrebno sjediniti sa sredinom koja ih okružuje. Barselona, Porto, Minhen, Hamburg, to su gradovi na koje bi Beograd trebao da se ugleda kada je u pitanju potpuni urbani razvoj. Po sredi nije samo novac i materjalna moc, već i način na koji stanovnoštvo tretira svoje okruženje kao i jasna inicijativa i želja ljudi koji rukovode gradom.
