"Gazela" Bridge - Reconstruction report

During the last few months issue of the “Gazela” bridge reconstruction many times brought up public attention, finally the long awaited and many times delayed reconstruction begun last week. According to the results of our opinion poll showed the largest number of participants or 43.47% considers both governments on city and republic level responsible for this significant delay in bridge maintenance. A bit smaller number of participants 34.71% would blame Serbian government, while 15.45% believes it is City Council’s responsibility. Only 6.37% votes went to blame European Bank for Reconstruction and Development for financing problems. More than 2000 visitors took part in this opinion poll and the start of the reconstruction marked the end of the inquiry.

Beside the fact that since 1970 until today no significant maintenance works were made on the bridge, this problematic reconstruction had 3 stumbling points: illegal Roma settlement, bad coordination of the authorities and constantly growing reconstruction costs. After the successful removal of the Roma settlement under the bridge in August last year, conditions to approach the structure and begin with works were there. Still, resettling of the Roma people created a new issue of the quality of the new housing for the Roma families, where creditors were conditioning city council to ensure hard built apartments or houses. However, now urgent reconstruction begun on 1st July and Beobuild brings photo report from the site.

Except “Gazela” bridge, this reconstruction will also cover section of the highway E75, which passes through Belgrade, from airport “Nikola Tesla” to carfare station in Bubanj Potok. We spoke about the urgency for this reconstruction more than a year ago and finally the works started this week. First section to be renewed will be from “Sava Cenatr” to “Tosin Bunar” intersection. The City officials are urging citizens to use alternative routes and public transport to avoid possible traffic collapse during coming months.

We also inspected Prokop as one of the most important infrastructure projects in Belgrade waiting to be finished. Although, the destiny of the station building is not yet certain, City Council took the initiative to facilitate two train platforms for the city train network “Beovoz”. The platforms that will serve Beovoz network are in most parts completed and the opening is expected in the coming weeks.
Tokom proteklih meseci pitanje Gazele više puta se nalazilo u centru pažnje javnosti, dok je pre nešto manje od nedelju dana napokon počela dugo najavljivana i odlagana rekonstrukcija. Prema rezultatima naše ankete, najveći broj učesnika, 43.47% tačnije, smatra da odgovornost za kašnjenje podjednako snose Grad Beograd i vlasti na republičkom nivou. Nešto manje glasača 34.71% veruje da Vladu Srbije treba označiti kao krivca, dok njih 15.45% smatra da tu neslavnu titulu nosi isključivo Grad Beograd. Svega 6.37% učesnika ankete imenovalo je odgovornom Evropsku Banku za Obnovu i Razvoj - EBRD, čiji je kredit neophodan za finansiranje sanacije mosta. U anketi je participiralo preko 2000 učesnika, dok je početak rekonstrukcije Gazele ujedno označio i završetak glasanja.

Pored činjenice da na Gazeli od 1970. do danas nisu izvršeni gotovo nikakvi ozbiljniji radovi i sanacije, usled čega je most doveden u današnje stanje, problem rekonstrukcije protezao se još kroz tri neuralgične tačke: divlje nehigijensko naselje na novobeogradskoj strani, loša koordinacija između gradskih i republičkih vlasti kao i stalan rast predviđenih troškova. Nakon uspešno obavljenog raseljenja nehigijenskog naselja tzv. "Karton sitija" u avgustu prošle godine, stvoreni su uslovi za prilaz konstrukciji mosta i početak radova. Međutim, upravo je to pokrenulo novo pitanje adekvatnosti smeštaja već raseljenih romskih porodica pokrenuto od strane kreditora. No i pored svih prepreka i problema, preko potrebna rekonstrukcija otpočela je 1. jula. Beobuild Vam i ovog puta predstavlja foto materijal sa terena.

Pored sanacije mosta "Gazela" paralelno se prišlo i rekonstrukciji dela autoputa koji prolazi kroz Beograd, deonicom od aerodroma "Nikola Tesla" do naplatne rampe "Bubanj Potok". Beobuild je o ovoj rekonstrukciji pisao pre više od godinu dana, a radovi su prošle nedelje pokrenuti na potezu Sava Centar - petlja Tošin Bunar. Zbog izvesnih saobraćajnih problema usled obimnih radova na ovom bitnom tranzitnom koridoru, gradske vlasti apeluju na građane da koriste alternativne pravce i javni prevoz, kako bi se izbegao veći kolaps.

Iskoristili smo priliku da obiđemo i stanicu Prokop kao jedan od najznačajnijih saobraćajnih infrastrukturni projekata u gradu koji čeka svoj završetak. Pošto konačna sudbina stanične zgrade i dalje nije izvesna i poznata, grad Beograd je preuzeo inicijativu kako bi se osposobila dva koloseka za funkcionisanje gradske železnice Beovoz. Peroni koji će biti u službi Beovoza su većim delom kompletirani i obloženi mermernim pločama dok se otvaranje može očekivati u narednih par nedelja.
